DESCRIPTION:China’s evolving relations with Central Asia\nCentral Asia has a habit of being a place where China first floats its major foreign policy ideas. The upcoming SCO Heads of State Summit in Tashkent may be Xi Jinping’s first trip outside the country since COVID\, while the region was where he first announced the Belt and Road Initiative. Yet\, China’s approach to the region is heavily shaped by China’s policies in Xinjiang\, and the reality of being a regional neighbourhood where violence has a habit of breaking out. Central Asia is where China and Russia meet\, and the site of one of the great underexplored geopolitical shifts of the past few years. Raffaello Pantucci\, co-author of the recently published Sinostan: China’s Inadvertent Empire\, will discuss his new book which draws on over a decade’s research and travel around the Eurasian heartland. \nAbout our speaker: Raffaello Pantucci is Senior Fellow at the S. Rajaratnam School in Singapore and a Senior Associate Fellow at the Royal United Services Institute (RUSI) in London. SUMMARY:FCCC Online Talk: Confucianism as part of Xi's "Great rejuvenation of China" by Jyrki Kallio
DESCRIPTION:Mao Zedong banned Confucianism after the CCP seized power in mainland China in 1949. But the school of thought has returned slowly to the mainland with the opening of the country during the 1980s. After taking office\, President Xi Jinping has openly praised the philosophy and visited the birthplace of Confucius in Shandong. \nConfucianism has been an integral part of Eastern Asian thought for over two thousand years. The core of Confucianism is reciprocity: emphasizing honor\, honesty\, loyalty and thoughtfulness. \nOur guest is eminent sinologist Jyrki Kallio from Helsinki\, Finland. He has studied and translated classical works of Confucianism in-depth and has a PhD in Chinese Society studies. \nWhat is Confucianism and what role does it play in Xi Jinping’s vision of the great rejuvenation of China? Why is Xi Jinping endorsing this school of thought? How does Confucianism mesh with authoritarianism and China’s Communist system? \nJoin us for a conversation with Jyrki Kallio on Thursday 11 August at 3 pm Beijing time. \nAbout the speaker: Jyrki Kallio is Senior Research Fellow at the Finnish Institute of International Affairs\, and holds the Title of Docent (venia docendi) in International Relations and Chinese Studies at the University of Lapland. His research foci include Chinese political culture and foreign policy\, and regional issues in East Asia. He has a special interest in the instrumentalization of traditional schools of thought in East Asian politics\, and in addition to his research\, has translated classical Chinese philosophy and prose. His latest book (March 2022) is a compilation of selected excerpts both from Confucian classics and by critical Confucians in the imperial era. Previously\, he served the Ministry for Foreign Affairs of Finland as diplomat. He holds degrees of MSocSc (International Relations) and PhD (Chinese Society Studies).

DESCRIPTION:The diaries of Lord Patten\, the last British Governor of Hong Kong\, will be published on June 21st and he will speak to the FCCC in the week before the 25th anniversary of the handover of Hong Kong about his experiences. \nIn June 1992 Chris Patten went to Hong Kong as the last British governor\, to try to prepare it not – as other British colonies over the decades – for independence\, but for handing back in 1997 to the Chinese\, from whom most of its territory had been leased 99 years previously. Over the next five years he kept a diary\, which gives unprecedented insights into negotiating with the Chinese\, about how the institutions of democracy in Hong Kong were (belatedly) strengthened and how Patten sought to ensure that a strong degree of self-government would continue after 1997. \nChris Patten is Chancellor of Oxford University. When MP for Bath (1979-92) he served as Minister for Overseas Development\, Secretary of State for the Environment and Chairman of the Conservative Party. He was Governor of Hong Kong from 1992 until 1997 and European Commissioner for External Relations from 1999 until 2004. The Observer has described him as ‘the best Tory Prime Minister we never had’.

Chan is a Professor Emeritus at Huron University College\, University of Western Ontario\, Canada\, and a Research Associate with the Asian Institute at the Munk Centre for Global Affairs and Public Policy\, University of Toronto. DESCRIPTION:How does the Chinese state coerce citizens into compliance while simultaneously minimizing backlash? In her latest book\, Outsourcing Repression\, Lynette Ong examines how the Chinese state engages nonstate actors\, from violent street gangsters to nonviolent grassroots brokers\, to coerce and mobilize the masses for state pursuits. She draws on ethnographic research conducted annually from 2011 to 2019–the years from Hu Jintao to Xi Jinping\, a unique and original event dataset\, and a collection of government regulations in a study of everyday land grabs and housing demolition in China. Theorizing a counterintuitive form of repression\, Ong invites the reader to reimagine the new ground state power credibly occupies. Everyday state power is quotidian power acquired through society by penetrating nonstate territories and mobilizing the masses within. \nAbout our speaker: Lynette H. Ong is Professor of Political Science (from July 1) at the University of Toronto\, where she researches issues at the intersection of authoritarian politics\, contention and development. She is primarily a China specialist; she has also published on Southeast Asia and the broader Indo-Pacific contexts. DESCRIPTION:Following a career spanning nearly thirty years in the Australian Public Service\, Allan was Chief of Staff to the Australian Minister for Climate Change and Industry Greg Combet (2009 to 2013) and senior advisor to then Shadow Minister and now Minister for Foreign Affairs\, Senator Penny Wong (2017-19).\n\nAllan Behm specialises in international and security policy development\, political and security risk evaluation\, policy analysis and development\, and negotiating the policy/politics interface. \nHe has a significant publishing record and is a respected commentator in both the electronic and print media. His book No\, Minister – an insider’s account of what happens behind the scenes in Parliament House – was published by Melbourne University Publishing in 2015. It remains a “go to” text for those who are interested in leadership\, political management\, policy development and reform. \nIn March 2022\, he published No Enemies No Friends\, a critical examination of what limits Australia as an actor on the international stage.

DESCRIPTION:The political successions in the Soviet Union and China after Stalin and Mao\, respectively\, are often explained as triumphs of inner-party democracy\, leading to a victory of “reformers” over “conservatives” or “radicals.” In his new book “Prestige\, Manipulation and Coercion”\, Joseph Torigian argues that the post-cult of personality power struggles in history’s two greatest Leninist regimes were instead shaped by the politics of personal prestige\, historical antagonisms\, backhanded political maneuvering\, and violence. Mining newly discovered material from Russia and China\, Torigian challenges the established historiography and suggests a new way of thinking about the nature of power in authoritarian regimes\, and how those trends may persist until the present day. \nAbout the speaker: Joseph Torigian is Assistant Professor at the School of International Service at American University in Washington\, D.C.\, where he researches the politics of authoritarian regimes with a specific focus on elite power struggles\, civil-military relations\, and grand strategy. He is also one of the leading experts in Sino-Russian comparative politics\, security studies and foreign policy. His latest book on elite power struggles in China and the Soviet Union after Stalin and Mao will be published in May. In the short term\, China’s growth projections are clouded by the war in the Ukraine and resurgence of COVID-19. In the long run\, demographics\, trade and tech wars and the shift to “high quality” growth will determine how fast China can grow. Bert Hofman will discuss both the short and long run of China’s growth\, and whether China’s economic policies are sufficient to deliver on both. \nAbout our speaker: Bert Hofman is the director of the East Asian Institute and Professor of Practice at the Lee Kuan Yew School at the National University of Singapore. Before joining NUS in 2019\, he worked with the World Bank for 27 years\, 22 of which in Asia\, and 12 of which on China. Mr. Hofman was the World Bank Country Director for China 2014-2019\, the country economist for China 2004-2008\, and the Chief Economist for the World Bank in East Asia and Pacific 2011-2014.

She will also talk about China’s international positioning on the Ukraine conflict. \nAbout the speaker: Maria Repnikova is Assistant Professor in Global Communication at Georgia State University and the author of two books on Chinese media and politics. She is one of the leading global experts in China’s global communications and domestic media landscape. Her latest book published in February is an analysis of key theories and channels of Chinese soft power\, including Confucius Institutes\, education and training exchanges\, and public diplomacy\, drawing from her research on Chinese soft power in Africa. Both Moscow and Beijing are also pushing back against the Western monopoly on democracy. How strong and durable is the Sino-Russian partnership\, especially now given the ongoing Ukraine conflict? \nAbout the speaker: Alexander Gabuev is a senior fellow and the chair of the Russia in the Asia-Pacific Program at the Carnegie Moscow Center. His research is focused on Russia’s policy toward East and Southeast Asia\, political and ideological trends in China\, and China’s relations with its neighbors—especially those in Central Asia. Prior to joining Carnegie\, Gabuev served as deputy editor in chief of Kommersant-Vlast\, one of Russia’s most influential newsweeklies. His reporting covered Russia’s relations with Asian powers and the connection between Russian business interests and foreign policy.

Why is China sticking with Russia\, and what is China’s rational for doing so? Did China miscalculate? \nAbout the speaker: Justyna Szczudlik is a Deputy Head of Research\, and China analyst with the Polish Institute of International Affairs (PISM). Former Head of Asia-Pacific Program (2016-2021). She holds a PhD in Political Science from the University of Warsaw (2015)\, an MA in Chinese Studies from the University of Warsaw (2008) and an MA in Political Science from the University of Wroclaw (2002). She studied Chinese language at the College of Advanced Chinese Training\, Beijing Language and Culture University (2005-2006)\, Beijing and at the National Cheng-chi University in Taipei (2013). DESCRIPTION:This year marks the 50th anniversary of the normalization of diplomatic relations between Japan and China. Since normalization\, China has become one of Japan’s largest trade partners\, but also\, an increasing source of geopolitical friction. Professor Kanehara Nobukatsu joins the FCCC to break down the grand design of Japan’s strategy toward China. As the former Assistant Chief Cabinet Secretary and Deputy Secretary-general of National Security Secretariat(NSS) \, Professor Kanehara will share some of his experience during his time serving Prime-minister Abe Shinzo. \nAbout our speaker: Prof Kanehara is a career diplomat\, with nearly 40 years of experience. He served as Assistant Chief Cabinet Secretary and Deputy Secretary-general of NSS starting in 2014 to his retirement in 2019. Professor Kanehara currently teaches diplomatic history and international relations at Doshisha University. He recently published a book called “Japan’s Grand Strategy towards China” in Japanese.

Our speaker\, David Ownby\, lays out the landscape of China’s marketplace of ideas\, introducing us to public intellectuals who talk past the Communist Party to advance alternative agendas. He will discuss the “republic of letters” in China that exists alongside Party-State propaganda organs. Genuine debates take place over important issues within academic halls and philosophical magazines – what is democracy? What is reform?  What should Sino-American relations look like? – suggesting that China is more diverse and fluid than we tend to assume from reading the People’s Daily. \nAbout our speaker: David Ownby is a professor of history of religion in modern and contemporary China at the University of Montreal\, where he researches social movements and the history of intellectual thought.  Currently\, with colleagues from York University and UBC\, he has launched a new research program on contemporary intellectual life in China.
