DESCRIPTION:Following a career spanning nearly thirty years in the Australian Public Service\, Allan was Chief of Staff to the Australian Minister for Climate Change and Industry Greg Combet (2009 to 2013) and senior advisor to then Shadow Minister and now Minister for Foreign Affairs\, Senator Penny Wong (2017-19).\n\nAllan Behm specialises in international and security policy development\, political and security risk evaluation\, policy analysis and development\, and negotiating the policy/politics interface. \nHe has a significant publishing record and is a respected commentator in both the electronic and print media. His book No\, Minister – an insider’s account of what happens behind the scenes in Parliament House – was published by Melbourne University Publishing in 2015. It remains a “go to” text for those who are interested in leadership\, political management\, policy development and reform. \nIn March 2022\, he published No Enemies No Friends\, a critical examination of what limits Australia as an actor on the international stage.

SUMMARY:FCCC Talk: Outsourcing Repression: Everyday State Power in Contemporary China by Lynette H. Ong
DESCRIPTION:How does the Chinese state coerce citizens into compliance while simultaneously minimizing backlash? In her latest book\, Outsourcing Repression\, Lynette Ong examines how the Chinese state engages nonstate actors\, from violent street gangsters to nonviolent grassroots brokers\, to coerce and mobilize the masses for state pursuits. She draws on ethnographic research conducted annually from 2011 to 2019–the years from Hu Jintao to Xi Jinping\, a unique and original event dataset\, and a collection of government regulations in a study of everyday land grabs and housing demolition in China. Theorizing a counterintuitive form of repression\, Ong invites the reader to reimagine the new ground state power credibly occupies. Everyday state power is quotidian power acquired through society by penetrating nonstate territories and mobilizing the masses within. \nAbout our speaker: Lynette H. Ong is Professor of Political Science (from July 1) at the University of Toronto\, where she researches issues at the intersection of authoritarian politics\, contention and development. She is primarily a China specialist; she has also published on Southeast Asia and the broader Indo-Pacific contexts. Her works have appeared or cited in Foreign Affairs\, Foreign Policy\, Economist\, Washington Post\, etc.\, alongside academic outlets.

He explores reforms in the economy\, social policy\, the judiciary\, military\, and foreign relations in the same period. Xi’s political life mirrors the vicissitudes of the Maoist and reform eras\, and sheds light on the regime’s hopes and fears\, strengths and weaknesses\, and the changing zeitgeist of the times. \nAbout our speaker:  Alfred L. Chan is a Professor Emeritus at Huron University College\, University of Western Ontario\, Canada\, and a Research Associate with the Asian Institute at the Munk Centre for Global Affairs and Public Policy\, University of Toronto. A political scientist and a China expert\, he has taught at Carleton University\, McGill University\, and Calgary University. He has published in leading international journals on China such as The China Quarterly\, The China Journal\, Studies on Contemporary China\, and Pacific Affairs. He is also the author of Mao’s Crusade.

SUMMARY:FCCC Talk: Chris Patten - The Hong Kong Diaries
DESCRIPTION:The diaries of Lord Patten\, the last British Governor of Hong Kong\, will be published on June 21st and he will speak to the FCCC in the week before the 25th anniversary of the handover of Hong Kong about his experiences. \nIn June 1992 Chris Patten went to Hong Kong as the last British governor\, to try to prepare it not – as other British colonies over the decades – for independence\, but for handing back in 1997 to the Chinese\, from whom most of its territory had been leased 99 years previously. Over the next five years he kept a diary\, which gives unprecedented insights into negotiating with the Chinese\, about how the institutions of democracy in Hong Kong were (belatedly) strengthened and how Patten sought to ensure that a strong degree of self-government would continue after 1997. \nChris Patten is Chancellor of Oxford University. When MP for Bath (1979-92) he served as Minister for Overseas Development\, Secretary of State for the Environment and Chairman of the Conservative Party. He was Governor of Hong Kong from 1992 until 1997 and European Commissioner for External Relations from 1999 until 2004. The Observer has described him as ‘the best Tory Prime Minister we never had’.
