    On the U.S. side, the economic debate is being driven by three different constituents (the White House, the business community and the security establishment). The problem is that their objectives are either conceptually flawed or contradictory. Meanwhile, Beijing is paralyzed by nationalistic pressures and technological ambitions. How should the we view these developments and what are the possible outcomes?
